A common error is to enter the dead city too early, then be unable to find quests or stable points (which exist on each level).
Do the following. If you skip past the quest chain, you WILL go insane trying to figure it out later. Believe me. Voice of experience here.
Step 1: do the quest “Introduction: Imlad Morgul” which requires any 15 quests in Rath Duath.
Step 2: Damrod then asks you to scout the periphery of the dead city with the quest: “Into the Dead City”.
Step 3: Damrod asks you to go into the city through the first tower (at Minas Morgul stable) via “Instance: Into the Circle of Wrath”.
At this point, you clear the first tower and NPC’s will give you all the quests you need. After doing the main chain, NPC will ask you to clear the next tower, and this will repeat until the top tower (total of 4 Towers). Do not clear the next tower(s) until an NPC has asked you to do so.
If you have cleared a tower and there is no ranger camp inside, you have to backtrack to find out what you missed from the above. You will not get all the tower quest chains until you do this.
